The National Agency of Normalisation, Metrology and Quality Control (ANM) is responsible for the implementation and monitoring of the national policy for standardization, metrology, certification and quality promotion.

It assists the actors in charge of the production of goods and services to face the challenges of competitiveness, sustainable economic growth, the protection of consumers and all other interested parties, in accordance with the laws and regulations in force in Benin and to intentionally accepted quality standards. As such, it is responsible for:

  • Make sure of the implementation of the national quality policy ;
  • Ensure the establishment of a consultation framework for all teams working toward standardization, metrology and quality promotion;
  • Ensure a good flow of the sectoral technical committees for standardization and certification ;
  • Establish a punctual technical committee that will direct everything related to standards in case of failure of a sectoral technical committee in a branch;
  • Coordinate the development of voluntary Beninese standards and technical regulations ;
  • Have Beninese standards approved and spread ;
  • Ensure the promotion, adoption and voluntary use of standards;
  • Ensure a good flow of the national standardization and quality management system;
  • Suggest compulsory standards to public authorities ;
  • Implement a national product certification system with allowance of a national mark of conformity and help other structures and companies in system certification ;
  • Check products conformity to standards and technical regulations through various tests ;
  • Instruct, train, assist and advice on standardisation, metrology, certification and accreditation support ;
  • Ensure Benin is present in regional and international board of standardization, metrology, certification and accreditation together with sectoral structures ;
  • Ensure a backup for foreign standardization, metrology, certification and accreditation boards  ;
  • Ensure the technical typing for standardization in WAEMU, ECOWAS and other regional and international standardization board in order to meet their needs ;
  • Coordinate easy ways to put in place standardization’ application as well as its development in Benin
  • Carry out research in order to avoid conflict related to measurement : quantities and tools;
  • Promote the use of international measurement scale ;
  • Promote quality and reliability of environment, product goods and services;
  • Support private and public sector services and companies throughout product selling and import as well as household appliances, measuring tools, industrial equipment and more.
